[OPEN-ILS-GENERAL] Viewing Providers Permission

I have been struggling with this issue.   I have the permissiion group
"Acquisitions Administrator" who has the permission Admin Provider who
cannot see the list of providers on the administering providers page.
However, I can say it from a user who has the permission "Everything".  The
following is a list of the permissions the acquisitions user has:
