I had this same error a few weeks ago, it turns out that I had "unsafely"
rebooted the machine (I didn't turn off any of the software, which left PID
files laying around, so next time I started the software it thought it was
already up and running).

Somebody correct me if I'm wrong, but it looks to me like the staff client
grabs the server information from Apache, so to the client it looks like the
server is running (indeed Apache was, although nothing else was which caused
the authentication to fail).

The solution was to clear the clear the PID files, the instructions I found
were here[1] under the heading "Recovering from an unclean shutdown of the
server".
