It does indeed seem likely that something is not installed or
configured correctly :)
Start by clicking "About this client" and note the Target Server ID.
That's the directory name that the staff client expects to find served
up at hostname/xul/ - you can cd to /openils/var/web/xul on your test
server and create a symlink that points to the actual installed
directory, if necessary.
Note that the packaged version of the Windows staff client will expect
the target server to have "rel_2_0_6" as the Build ID.
One other possibility, if you're using a self-signed SSL certificate
you'll need to click "Add SSL Exception" to enable secure access via
that self-signed cert.
