[OPEN-ILS-GENERAL] Homebound?

Privacy concerns are important, but many people really want the system
to be able to maintain their borrowing history. We'd like to see all
patrons be able to opt into borrowing history, with flexible controls
for sharing that information.
Some homebound people can access the catalog, place their own holds,
etc., and really just need delivery service from the library, while
others want and need a more comprehensive service that includes
selecting titles for them. For that level of service, I think they need
to opt into having their borrowing history tracked and being used
appropriately by staff. (Especially if the alternative is having staff
track borrowing in some less-efficient manner, which is what many people
are doing now.)
