Option b. It starts collecting history the moment the patron opts in.
You didn't ask why, but here goes.. ;)
A technical justification for this is that, even though some or all of a
patron's history may exist in the regular/active circulation table, much
of it may only exist in the anonymized historical circulation table.
Opting in back to the beginning of time could create confusing
inconsistencies ("why does it only remember the last 5 circs?"), not to
mention questions from patrons about why the history was there in the
first place if the user was not already opt'ed in.
