[OPEN-ILS-GENERAL] Password reset uses phone number fails: EG2.2

PLS is testing Evergreen 2.2 and the password reset using the last four digits of the patron's telephone number is not working. It always responds with 4 random numbers regardless of whether true, false or unset. I was wondering if anyone else has encountered this problem or if there's some dependency I'm missing.
