[OPEN-ILS-GENERAL] Download link for Evergreen 1.6.1.9 is missing

Nathanael,

Evergreen 1.6.1.9 was immediately superseded by Evegreen 1.6.1.9a to address a critical security flaw.  I have corrected the link to refer and point to that version and its md5 checksum.
