The basic setup does need at minimum the "small" Amazon instance to have OpenSRF and the database running, but that configure still does not cost too much.

The basic eg setup can be done for very little on an Amazon EC^2 tiny instance. This would be sufficient for proof of concept.

Cloud hosting isn't necessarily slow as it all depends on things that are variable. It can be very fast. Keep in mind that most of the "big" things on the web these days are cloud hosted. But, it may not be for you. If you're confidant you're moving to Evergreen you certainly could buy a full server(s) to use but there are some questions to answer. 

Without referencing notes a few that pop to mind are: 

How many patron, bib and item records do you expect to have within the next three years? This will affect storage, memory for caching tables, etc.... 

How many circulations per year do you expect? This may affect how beefy an application server you want. 

How concerned are you about down time? Servers can die so redundancy is valuable if that's important to you. 

If you're going to really pound the reporting system you could move that onto it's own server as well. The database can be moved onto a separate box. 

Now, that can be a lot of investment just to see a demo box. At this stage are you interested in looking at circulation, cataloging, acquisitions, administration functions, server admin stuff, everything?
