[OPEN-ILS-GENERAL] Max Fines Limit

The Library setting 'Cap Max Fine at Item Price' would also seem to apply
in this case. The description appears to match what you're looking for:
'This prevents the system from charging more than the item price in overdue
fines'. It's there for 2.2+ at least.
