[OPEN-ILS-GENERAL] authority validation

Looks like it's been reported as this bug:
https://bugs.launchpad.net/evergreen/+bug/1013783 - there is a patch for
part of the problem.

If you're paying for support and you're being asked to pay for development
to fix a regression, that sounds weird.
