Deana,
Just a thought. Have you tried deleting the existing permission mappings for the
permissions in question for both the groups and the users and then readding the
mappings at the level you want?
Could it be trying to map them at the system level fails because there are
already branch level mappings for the same permissions to the same users and groups?
