[OPEN-ILS-GENERAL] Announcing the NCIP Development List

Hi, all!

I meant to announce this list about a month or so ago, but have been
swamped with other things.

Those of us in the Evergreen and Koha communities who are working on a
responder for the NCIP 2 protocol have created a mailing list to discuss
our work.

The list is open for anyone who wants to lurk and read up on what is
happening. Currently, only the developers are allowed to "speak."
