[OPEN-ILS-GENERAL] KPAC filtering

We're doing the same thing, though I was using location_groups(#) which syntax I got from here: https://bugs.launchpad.net/evergreen/+bug/939570

Is one specification better/more supported than the other?    Neither seemed was on the wiki page.
