[OPEN-ILS-GENERAL] Release Manager Proposal for 2.7

Hi Remington,

Thanks for reminding me about these wiki pages.  I was looking for it the
other day but didn't get to updating it.

I have since created a new page:

a few short initial entries for 2.7.  Others are welcome to help add
links and such for work that's upcoming.
