[OPEN-ILS-GENERAL] Saving column width

Hi Holly!

You are correct that the Staff-Generated Penalties/Messages within the
patron's account lacks the ability to Save List / Column Configuration.
Although I cannot speak to whether there is a technical reason for leaving
this functionality out of this portion of the interface, I recommend that
you put in a wishlist Launchpad ticket for it. I will be happy to confirm
it for you.
