[OPEN-ILS-GENERAL] Patron Batch Functions

We currently load student data matching on the ident value but since some
academics use the same student registration system (such as Banner) there
is the potential for duplicate numbers.  To prevent duplication, we add a
two letter code to the ident value to be sure each is unique.  However,
with multiple matchpoints it may not be needed.  A table with external
sources as Rogan suggests might also resolve this issue.
