[OPEN-ILS-GENERAL] Holds placed prior to status change

We catalogue our on order items and allow patrons put holds on before they
arrive. When the items arrive we check for those that have holds (the
status is changed from on order to cataloging so that staff know the item
has arrived) and those are fast tracked through processing. I put a
coloured slip of paper into those items that have holds so that staff know
to fast track them.
