[OPEN-ILS-GENERAL] circulation rules inheirt

So why is it when I write a Circulation Policy and fill out the fields as I
want them to behave and leave some fields blank, like Hard Due Date, (cause
I want it to use 2 hour rule) when I close the policy I can see that field
on that line says "inherit" and it behaves as inheriting but I don't want
it to...when I open it again to edit it, the Hard Due Date field is
blank....ahhhggg!
