[OPEN-ILS-GENERAL] Moving holds position

I agree that suspending the hold is the way to go here.  You can do this
for your patron, or you can guide her through the process of doing this
for herself.  Many patrons, even ones who use holds frequently, don't know
that they can suspend and activate holds themselves, but find this really
useful once you show them how to use it.
