[OPEN-ILS-GENERAL] Items in red are still checked out

Hi all,

One of my coworkers noticed this on a patron's bills page, and we couldn't figure out why some of the bills for these "still checked out" items show up and some don't. I searched the documentation and the general web, but even though I found this phenomenon mentioned I never found it explained.

Can anyone tell me under what conditions Evergreen 2.5.1 includes circulation bills for items still checked out?
