[OPEN-ILS-GENERAL] System rules for hold?

There are a lot of different ways to do holds policies. I'm guessing you
have specific policies for different circulation modifers or shelving
locations or however you approached it and there isn't a hold policy for
this specific scenario (circ mod, copy location, whatever). I usually
avoid this by having a generic policy that covers everything and then more
specific policies that are exceptions.
