Hello Jennifer, that could be the soft stalling interval, there is a library setting for that.

Soft stalling interval

For this amount of time, holds will not be opportunistically captured at non-pickup branches.

Duration

For multiple branch libraries

Sorry to be so dense.   I think that we are getting close.   Not sure what this means:

"This item could fulfill a hold request but capture has been delayed by policy."

   Where is that set and what should it be set to?   Too short?   Too long?    What policy?
