[OPEN-ILS-GENERAL] Best-Hold Selection Sort Order

I will point out that some of that needs a quick clarification:

 From what I understand, the default search is based on checkin  
location, so when things are returned somewhere other than the owning  
library it may seem like it is acting oddly. If you are looking for  
copy owning/circ location based proximity the defaults won't work (and  
that is what we customized for at MVLC).

The provided desired configuration isn't differentiating checkin vs  
copy as the branch/system in question.
