There is a wishlist "bug" report in launchpad on the split open hours topic: https://bugs.launchpad.net/evergreen/+bug/1396764 

I don't know if the ability to create seasonal/semester type open hour blocks should be a separate report or combined, but updating the existing wishlist report would help give this issue some attention.
