[OPEN-ILS-GENERAL] Correction for Release Manager Plans/Goals for 2.9

Hi, all!

Hat tip to Dan Wells for pointing out a typo/thinko in my
timeline for the 2.9 release.  I have the date for the release
candidate as August 2.  That should be September 2.
