[OPEN-ILS-GENERAL] smartphone apps instead of library card

Our cards are 14 digits long  and not sequential so those kinds of
accidents are less likely for us.

Every rare now and then I've had a patron claim they didn't check an item
out on their accounts.  Intrestingly, those cases are so rare that we
actually know the patrons well and know they did check them out.  We know
them for a variety of reasons (unfortunately).

To paraphrase a popular rapper, we've got 99 problems but that isn't one.
