[OPEN-ILS-GENERAL] Price for Pre-Cats

Even pre-cats can have an Item Attributes Template applied to them.  For
ILLs, we use a template that includes a price of $50.00 to ensure that
patrons are prevented from using services anywhere in the consortium until
the overdue ILL is returned.  Hope that helps.
