[OPEN-ILS-GENERAL] Circulation Limit Sets

Jordan,

You can set the matchpoints up so that the library that owns the item
wins. In that case, the circulation policies and limits of the item
owning library will apply. It's not a simple switch. There's no on-off
option for this. You have to reconfigure the matchpoints.

You can also make things a lot more complicated by having the
machtpoints configured so it works one way for some libraries and the
other way for others.

My advice is pick either the checkout library or owning library wins and
stick to that. Getting everyone to agree can be a challenge.
