[OPEN-ILS-GENERAL] Problem with overdue notices all of a sudden going out - on items already checked in!

Jennifer,

We have had this before when we fired up a test server with a copy of 
the database and ran the action_trigger perl scripts. The action 
triggers did their job and sent out the emails to everyone based on out 
dated data.
