[OPEN-ILS-GENERAL] Docs hacking days

Good day everyone,

Earlier this month, the Documentation Interest Group decided that it would
be useful to call for a couple of documentation hack days in March and
April, one focused on cleaning up the web client docs and the other to work
on 3.1.

Admittedly, I am sending this out a bit later than is ideal, though I
thought it worth trying to go forward all the same.
