[OPEN-ILS-GENERAL] Library time zone setting

Evergreen staff,

Is anyone using the library time zone setting successfully? We have a few
libraries in a different time zone - Mountain vs Pacific Time and currently
on checkout an hour is being added to the time pushing it to the next day,
e.g. 3/21/19 12:59 AM. So instead of 21 day checkout it is 22 day.

I don't know what the allowable values are for this setting so it could be
I have it set wrong. Currently it is set to MST.
