[OPEN-ILS-GENERAL] credit card payments in the OPAC

NOBLE has also used Stripe for a couple of years now, and we have been
pleased with it.  We only have the service for access directly by patrons
via their catalog accounts.  Having staff handle cards can cause PCI
compliance issues.
