[OPEN-ILS-GENERAL] Special circulations problem

Hi Chris,

This has happened in PINES when the bill does not close properly.  It has
been reported as a bug and I believe it has been fixed for later versions.

What I did was go in and add a penny to the bill and then pay the penny to
force the bill to close.
