[OPEN-ILS-GENERAL] Carousels in 3.4

FYI, w created new items carousels for all of our branches and systems, and
then tweaked our OPAC home page to add a dropdown list of libraries to act
as a New Library Materials selector so people can easily switch between
carousels:
