[OPEN-ILS-GENERAL] Holds / Circulation question

Hi Kate,

If I'm undestanding your question correctly it's not possible.  The
circulating library is an item attribute and requires an org unit id or it
can't save the entry in the database.  The owning library as others have
noted is a volume / call number attribute and has the same restriciton to
not allow null values.
