[OPEN-ILS-GENERAL] Holds / Circulation question

Rogan and all,

The screenshot below is what I mean. We have libraries in our consortium
that do this at this time and I'm wondering if it will cause issues. It
certainly seems like it would cause statistical issues, but maybe some
others as well?
