I don't know if this is necessary. If the people with suspect e-mail
addresses were to start sending off-topic or spam messages to the list, then
we would have cause to unsubscribe them, but if they are just signed up and
receiving e-mails, I don't see where any harm is being done.

Although the archives are public, it requires people to take the step of
visiting the archives to keep up with the Oversight Board's communications.
I think we should be encouraging the community to take an active interest in
the board's work. Allowing them to sign up for the list is one way to do so.
