[Eg-oversight-board] Proposed conference photography policy

I think we should consider a wider scope here.  Some of the situations you
cited wanting to address are forms of harassment that don't happen on the
spot, or indeed might not happen until after the conference is over.

Do we want to consider banning potential participants from future events if
they violate the policy in such a form?
