[Eg-oversight-board] GoToWebinar Test Results

Thanks Tim for exploring this option.  Assuming GoToWebinar could 
accommodate larger quantities of participants, it looked like it was a 
viable alternative to IRC if we should ever want to meet in a different 
environment.
