[Eg-oversight-board] Proposed amendment to EOB meeting minutes

I have no opinion on this exact situation as I wasn't present for the
verbal discussion but every board I've been a member of has found that
rewording past minutes is fairly routine.  That's why most entities have an
review and approval of minutes before they become record.  Being both party
to the conversation and recording is a thankless and tough task for anyone
recording the minutes.  :)
