[Eg-oversight-board] Draft of Executive session wording

Thanks for both the input and correction, Ron!
I'd like to vote on the inclusion of the wording at our next meeting so if
there is any discussion/questions/issues, let's bring them up here on the
list to save time at the next meeting.
