[Eg-oversight-board] 2018 Evergreen Conference Budget submitted for your approval

I too have concerns about the number. The conference has only ever hit the
200 mark once in its history. If we look at the average of the last 5
years, it's only 146 and that includes the unusually high Raleigh
numbers.We did get a bump in Raleigh because there were so many attendees
from NC there because there are so many libraries moving onto Evergreen or
getting ready to move to Evergreen, but I'm not confident we'd get that
bump anywhere else. I'd feel better if we planned low - maybe 140.
