[Evergreen-acq] PO status when ordered copies have been cancelled

Hi Lindsay,

I actually ran into this bug again today, so I feel your pain. Here's the
bug report about it if you want to add comments or heat:
https://bugs.launchpad.net/evergreen/+bug/1841934

I don't have any good suggestions about it, though. :( I've just ended up
basing most of our reports off copies/line item detail statuses vs. line
item statuses for this reason, although that doesn't solve the problem of
having open purchase orders just hanging out forever.
