[Evergreen-acq] PO status when ordered copies have been cancelled

Hi Lindsay,

The only workaround I'm aware of is having someone set the line item  
status to received in your database for all line items that have a  
combination of received and cancelled (with a reason where debits are  
not kept) copies and no copies on order anymore.
