[Evergreen-acq] Fund structure

Hi,

I worked on Voyager back in the day, and its notion of a three-tiered
structure is described here:

But basically: "allocated funds" hold the money, summary funds above them
group them together for reporting purposes, while reporting funds below
them allow expenditures against an allocated fund to be assigned to a
reporting category without that category having an individual monetary
limit.

Voyager's ledgers (see
https://library.princeton.edu/departments/tsd/order/funds/findfund.html)
effectively are another layer in the structure. They also serve as the
linkage to library locations and fiscal years.

Evergreen's funding sources and fund tags can be used to provide
summarization for reporting purposes -- and more flexibly than the strict
parent/child relationship between Voyager's summary and allocated funds --
but I can't think of anything that would a direct equivalent to Voyager's
reporting funds, although reporting based on the locations and subjects
associated with purchases could fill the need in some situations.
