[Evergreen-catalogers] Automatic call number fill in

You're nicer than I am. As long as it was beneficial to some of our
libraries, I would tell the rest to ignore the suggested call number and
add the generic call number they need. Especially since the batch function
replaces the call numbers across all volumes they're adding to a record.
It doesn't disrupt their workflow since they would have to add the call
number anyway.

Interesting discussion, and some good ideas.

My immediate problem of having libraries who wanted to turn off this
behavior entirely was solved by Jason and Kathy's advise.  We removed the
information just for the generic classification scheme in
asset.call_number_class and set the default classification scheme to
generic for libraries that do not want to auto-populate the call number.

I'm glad that with the help of the community something I thought we
couldn't do yesterday we were able to fix this morning!  Thanks!
