[Evergreen-catalogers] Library of Congress Authority Files import?

In regards to my message about not being able to merge authorities with
high numbers of bibs. linked to them, there is a known bug that I was
unaware of: https://bugs.launchpad.net/evergreen/+bug/1193490, If this bug
affects you, please let the community know by clicking on the click on the
"This bug affects x people. Does this bug affect you?" link for that bug.
