[Evergreen-catalogers] transfer bug?

Hi Vickie,

Yes, this has been a bug since parts were first introduced to Evergreen. 
https://bugs.launchpad.net/evergreen/+bug/904472. This bug also causes 
the problem reported here - 
https://bugs.launchpad.net/evergreen/+bug/1411422

There is a pending fix for this bug that we hope to get into the 
software soon.
