[Evergreen-catalogers] Dymo spine label printing with Web 3.1.13

We have libraries with the same issue on 3.1.7 with the Dymo.   
Everything looks good but we can't get the second blank label to stop  
printing unless staff specifically choose to print page 1 of 2.
