[Evergreen-catalogers] Angular staff client catalog

And to keep track of the development! We could pull together all the
Launchpad bugs, make sure they have consistent tags, and track their
progress!
I love the idea of having access to the Experimental Catalog in Release
3.3, but as things stand now it might freak some people out (like me!) if
we don't have an easy way for people to see the very latest version, at
least in screenshots!
